During a flood of the century on the North Sea, the dykes of the Elbe marshes north-west of Hamburg break. Most of the inhabitants lose everything, leaving behind only devastation. The evacuation of the area is ordered by the state, but a group led by dyke captain Thies Cordes wants to stay and proclaims their own state: "Koogland"...
